The Sentinel team realizes the pages of election information and 90 Candidates’ bios are pretty daunting, but this election is very Important since 50% of the Council seats are vacant. The Voters have a big responsibility to decide who is most qualified for the position of Mayor, Councillor and School Trustee. Although the Bios are very brief in our newspaper, you can find more details on the City’s website: richmond.ca/city-hall/elections/candidates

Due to such a large group of Candidates, this is the first time we have not been able to offer filmed interviews with every Candidate or consider hosting an “All Candidates” event. We will print extra copies of the election publication and post it on our website: richmondsentinel.ca/editions

MAYOR
7 Candidate Profiles

(for 1 Mayor position)

DICKENS CHEUNG
A UBC Sauder School of Business graduate specializing in Finance.

  • Spent 15 years leading and growing a local herbal tea manufacturing operation, navigating complex food safety, labelling, and import/export regulations while ensuring full compliance with all three levels of government.
  • But his most important role is father to four school-aged children, all born and raised right here in Richmond, because he's doing this for their future.
  • He firmly believes that the people are the masters, and elected officials are their servants, not the other way around. That's why he personally practices servant leadership: leadership built on humility, accountability, and listening first.
  • City Hall should never tell residents what to accept; it should listen, respond, and serve. He's running because Richmond belongs to all of us: the parents, workers, seniors, and students who call it home.


KASH HEED

Has devoted his career to public service, prioritizing community safety and fostering accountable leadership. 

  • With over 60 years of residency in Richmond and nearly five decades of experience in policing, government, and local governance.
  • He offers a wealth of knowledge and a results-oriented mindset to public office.
  • Throughout his career, Kash has earned a reputation for making sound decisions and providing consistent leadership. 
  • He is recognized as an authority on law enforcement and drug policy, having shared his insights internationally and at various academic institutions.
  • His efforts are centred on achieving outcomes that enhance community welfare while ensuring transparency and accountability.
  • Currently serving as a councillor on Richmond City Council. 
  • Kash remains a strong advocate for law and order, a transparent and cost-effective government, and pragmatic solutions that prioritize the needs of the community.


ROB HOWARD

Born and raised in Richmond,  

  • Served as City Councillor and MLA
  • Spent 19 years as a businessman in the finance sector and 25 years as an entrepreneur building seniors' homes. His vision for Richmond includes:

MEI KANG

A former TV series director, comedy-show host, model, actor, writer, and entrepreneur, brings creativity, business experience, and fresh ideas to Richmond. As our economy faces challenging times, he proposes:

  • Create 5,000 new jobs through start-up tax incentives and support for small businesses.
  • Launch international music and global cuisine festivals to attract tourists and generate revenue. 
  • Lower the monthly fee for townhouses and apartments and to make housing more affordable. 
  • Establish 24-hour community patrols and strengthen efforts to reduce crime.
  • Crack down on illegal drug houses and improve neighbourhood safety. 
  • Streamline construction approvals to encourage investment.

ADIL AWAN

Since emigrating from Uganda, Adil and his family have called Richmond home since 1974. He is an air transport pilot based at YVR. In aviation, communication is critical; he wants to bring the same two-way communication to City Hall. His family owns and operates a local business, employing 9 employees. He believes in hard work, dedication, and perseverance.


DALE BAINS

He has lived in Richmond since 1986. A Richmond high school graduate who became an owner of a trucking business until 2015. Dale now works as a heavy-duty mechanic at Deltaport. He and his wife, a Richmond teacher for 26 years, have raised three children here. He will put Richmond families first.


BOB BASANTI

Richmond has been home since 2001. He raised 3 children here with his wife, Harjot, a lifelong Richmond resident. A career as an RCMP officer for 28 years, including a decade at Richmond Detachment  – Serious Crime, Vulnerable Persons, Domestic Violence Coordinator, and Economic Crime. His priority is to use the experience with his priorities to strengthen the City’s public safety, support responsible growth, property rights, improve affordability, and be a champion for youth and seniors.


ROMEO BICEGO

He is a lifelong Richmond resident with 30 years' experience in municipal government, infrastructure, construction and community development. He believes Richmond needs experienced, accountable and practical leadership that listens to residents and carefully considers the long-term impact of every decision. He is committed to responsible spending, protecting agriculture lands, and community safety.


ODAY BRAHEM

Is a Lower Mainland technology founder with a decade of industry experience and a former Canadian Armed Forces reservist. He built vote.direct, a verified voting platform designed to run elections at lower cost. He is running for Council to bring that experience to City Hall: reduce administrative costs, speed up services and make local government easier to deal with.


JACK CHEN

A professional Engineer and a Professional Quantity Surveyor. Worked with both private and public sectors, including three Canada Line Skytrain stations. He will focus: promoting Richmond as a vibrant, international city; developing tourism and the construction industries; ensuring government operations are transparent; support youth entrepreneurship and small businesses.


ALTON CHEUNG

Holds a master's degree in law and economics and a Master of Laws. Having spent time in Asia and Europe, he has seen how different policies shape sustainable economic growth. He is passionate about how emerging technologies can support developing industries and businesses and strengthen agricultural production.


KENNY CHIU

Brings a problem-solver’s mindset to public service. Educated as a software engineer with management experience, he gained valuable insight into housing needs. He served as a Richmond School Trustee and M.P. for Steveston-Richmond East. Kenny believes good government means identifying problems, embracing innovation and delivering practical solutions. He supports a safer, healthier, and prosperous Richmond.


MARIO CRUZ

A Realtor, community advocate, and proud member of the Richmond community. He is running for Council because he believes our city should be a place where families, seniors, youth, and future generations can thrive. His priorities are keeping Richmond safe, supporting our seniors and youth, and improving and expanding recreational opportunities. He will work for responsible decisions, transparency and accountability.


CAROL DAY

She lives in Richmond and has served as a Richmond Councillor for 12 years and a school trustee for 3 years. She works for common-sense solutions to make our diverse community safer, our environment cleaner, our businesses thrive, and our council more accessible and accountable to taxpayers. Known for delivering results, Carol’s priority is finding ways of making home ownership and rental housing affordable for working families by advocating for improved zoning bylaws.


JESSY DHILLON

A lifelong Richmond resident and for years, he has given back through recreation, education, and volunteerism. As a Youth Support Worker at McNair Secondary, he works alongside young people, families, educators, coaches, and volunteers. He is running for Council because he believes in building on what makes Richmond special: safe neighbourhoods, accessible recreation, better transportation, and welcoming public spaces.


JEROME DICKEY

With more than 20 years of leadership and management experience, as well as a background in governance, emergency management, and conflict resolution, he knows how to bring people together and turn complex challenges into practical solutions. He will champion responsible spending and accountability; safe, strong neighbourhoods; responsible housing and growth; and Richmond’s quality of life. 


ADAM DOBRER

A community organizer, politics, and communications professional who has lived in Richmond for twenty years. He holds a Bachelor of Arts in Political Science from UBC. With experience in journalism, political campaigning, and data analytics, he is ready to fight for the best interests of all Richmonders and bring a fresh voice to City Hall.


TIM FAN

He moved to Richmond from Hong Kong in the 1990s; he is grateful to call this safe, fair city home. We share responsibility to give back to the community that he supported for 15 years with the Royal Canadian Army Cadets, supporting veterans and The Salvation Army Harbour Light and a recipient of the King Charles III Coronation Medal through Volunteer Canada.


DONALD FLINTOFF

As a long-time Richmond resident, former professional engineer, and former regulator. He is running because City Hall must be accountable, transparent, and fiscally responsible. Council needs to protect taxpayers, rely on evidence, safeguard public records, and genuinely listen to the community. His commitment is to deliver sound financial management, safer neighbourhoods, and reliable local services.


DR. MIKE GILL

An Optometrist and a lifelong Richmond resident today, he and his wife are raising their four children in the same community where they both grew up. He has volunteered to coach with Richmond United Football Club and head coach with the Richmond Raiders, where he serves as Vice President. He believes active, engaged community members have an important role to play in shaping the future of our city.


LAURA GILLANDERS

Served as a Councillor since 2022 and successfully introduced motions to preserve local heritage, add a vital Audit component to the Finance Committee, and overhaul the lower-end market rental program to establish a new Housing Office and Affordable Housing Hub. She brings extensive professional experience as a construction industry CFO to the Economic Advisory and Major Projects Oversight Committees.


EDWARD HE

In a management position with the Government of Canada, he has devoted his professional life to supporting people to better their lives: as a high school teacher, professional counsellor, government service officer and leader. A father of two and a Richmond resident of 30 years, he is passionate about advancing Richmond’s sustainable development to achieve a livable and vibrant place to live.


ANDY HOBBS

Has served as a City Councillor since 2021 and School Trustee 2002 to 2008. He is a retired Vancouver Police Superintendent with over 35 years of service, including as Transit Police Chief; he was inducted into the Order of Merit of the Police Forces by the Governor General of Canada and received the Queen's Diamond Jubilee Medal. Andy grew up in Richmond and raised his family here. As Councillor, he served on Planning, Community Safety and liaison for London Farm, the Centre for Disability and the Community Center.


LOUIS HUANG

His background bridges three vital perspectives: As an entrepreneur, he knows what it takes to balance budgets, meet payroll, and navigate tough economic realities. As a journalist, he spent years asking the hard questions, uncovering facts, and giving voice to the community. As a published poet and writer, he developed an appreciation for the character, culture, and human stories that give a community its identity. He believes Richmond needs all three perspectives: practical experience and informed judgment.


HOWARD JAMPOLSKY

Has represented Richmond on the Vancouver Airport Authority Board of Directors – 9 years; currently chairs Richmond's Economic Advisory Committee; chaired Richmond’s Board of Variance – 8 years; and lead organizer of the Richmond Terry Fox Run – 14 years. As a professional funeral director, he has walked beside grieving families through their hardest moments. His platform is practical, not political, to attract investment and good jobs, protect our industrial/employment lands, and improve housing and transportation.


JEFF JIANG

Has lived and worked in the Lower Mainland for more than 25 years, including 20 years building his business in Richmond. As a construction and renovation professional, he understands the challenges facing homeowners, businesses and our community. He brings practical, hands-on experience and a strong sense of responsibility. His priorities are public safety, transparent spending, property taxes, efficient city services, and a better quality of life for Richmond residents.


MILAN KLJAJIC

An experienced non-profit housing manager with a focus on housing affordability, the rising cost of living, community safety, traffic, infrastructure, responsible development and ensuring taxpayers receive value for their money. He offers development, stronger infrastructure, support for seniors and families, and responsible management of public funds. He brings an accountable voice to City Hall.


ALAN LACKSTEIN 

Has lived in Richmond for over 25 years. He is a single dad, raising three children with Chinese heritage: two in high school, one in elementary school, all in French Immersion. Alan's background is in sales, wholesale and retail, working with customers, governments, and companies big and small. He believes in listening to learn and understand to make the right decisions. We must focus on the future for the betterment of business and the people.


KEVIN LAI

A general contractor and founder of Advance Richmond. Experienced in City Hall delays that increase renovation and housing costs. An anti-drug activist, he helped organize opposition to a supervised consumption site and the Cambie and Sexsmith Permanent Supportive Housing project. He also defended private property rights in response to the Indigenous land-title case. Will use every lawful municipal power to oppose supervised consumption sites and publicly funded housing that permits illicit drug use.


KEVIN LAINCHBURY

Will bring a fresh perspective, stronger accountability, and a renewed focus on: Community Safety – support practical measures to keep our neighbourhoods, streets, parks, businesses, and public spaces safe. Accountability – clear priorities, responsible spending, transparent decision-making, and measurable results. City Hall needs new energy. Kevin offers an independent voice, a willingness to challenge assumptions, and a commitment to working constructively with others.


GARY LAW

A long-serving RCMP officer committed to practical and evidence-based public service. His platform is public safety, transparent governance, and community trust. He supports responsible budgeting, measurable outcomes, and policies that improve quality of life for families, seniors, and newcomers. He will work to ensure supportive housing, mental health services, and policing strategies are well coordinated, effective, and transparent. His goal is simple: a safer, more resilient Richmond.


PAK HING (BEN) LEE

Born in Hong Kong, graduate Chemical Engineer Taiwan U., Master’s and Ph.D. in Civil Engineering Iowa State U. followed by a career in chemical manufacturing waste and recycling management, occupational safety, environmental protection and working with local government. Immigrated to Canada in 2010 and moved to Richmond in 2019. He wants to bring engineering, environmental, safety and public-service experience to practical solutions for public safety, traffic, environmental responsibility for a better city.


SHELLEY LEONHARDT

Is an accomplished business executive and community leader with more than 25 years of experience serving Richmond in both the private and not-for-profit sectors. As Constituency Assistant to MLA Linda Reid, Shelley supported local families facing challenges with housing, food access, mental health and other essential needs. She worked closely with local businesses through the Richmond Chamber of Commerce, helping them grow, connect and create opportunities within Richmond’s economy.


THOMAS LEUNG

He has called Richmond home. An immigrant from Hong Kong with an MBA in Social Work, he built his Canadian career as an international education entrepreneur while devoting decades to community service and public affairs. Co-founded the Drug Prevention Concern Group and Richmond Christian Co-Mission Society, reflecting his commitment to safer communities. He turns concerns into action and built a Canadian career as an international education entrepreneur while devoting decades to community service. 


VINCENT LI

He is a Chinese-speaking business lawyer. He believes Richmond deserves leaders who listen through tough issues, solve complex problems, and advocate for the people. He started his first business at 14 and now runs a Richmond law firm. He has spent half his life in community leadership roles. These experiences established the importance of accountability and delivering results. He envisions a Richmond where the essentials are affordable, where investment and infrastructure grow businesses and innovation.


MICHAEL LOK

A community advocate, commercial leader, and internationally accredited martial arts instructor. His professional background encompasses both private enterprise and non-profit organizations, demonstrating verifiable compliance with regional economic and social development framework standards. His civic platform prioritizes four core municipal verticals: institutional support for local business, public safety, youth development, and the implementation of inclusive municipal engagement policies. 


JENNY GONZALES MATA

Raised in Richmond, she brings a deep commitment to the community. As a physiotherapist her passion is for healthcare and rehabilitation, while her current role as a licensed financial professional grounds her in fiscal responsibility and practical problem-solving, and as a Kickboxing trainer, she actively promotes holistic, healthy living and committed to building a transparent, responsive, and inclusive government focused on prudent fiscal management, public safety, and accessible municipal services for all residents. 


ANDREW MROZOWSKI

He's a Richmond resident, parent, community volunteer and business professional who believes residents deserve excellent services and strong accountability for every tax dollar. He served as VP of the Richmond Tennis Club, and professionally, he brings experience in both private and public-sector procurement, including work with Health Shared Services BC. His priorities better city services, fiscal accountability, public safety and strong community facilities. 


KAREN NOVORR-PEZZUTO

Believes a city thrives when every voice is heard, and every neighbourhood feels supported. She's a practicing lawyer and sits as treasurer for the Minoru Seniors Society. City Hall needs to ensure that growth is sustainable, inclusive, and respectful of shared values. Supports initiatives that strengthen public safety, bring a balanced and solutions-focused approach to council, reducing the building permit process while protecting Richmond’s heritage. Improve transit access, reduce congestion, and maintain safe, well-planned streets. 


ANTONIO “TONY” ORTEGA

Known for his tireless community work and principled leadership, he has built a reputation for service, cultural pride and meaningful civic engagement. President of the Cebuano Society, he has helped strengthen cultural connections within the Filipino-Canadian community while fostering inclusivity across multicultural groups. He has been instrumental in organizing community initiatives, cultural events, and outreach programs that bring people together across generations and backgrounds.


DENNIS PAGE 

We are seeing political issues at the Federal and provincial levels have a dramatic effect on our community. He will use all resources available to combat political policies made at higher levels of government that negatively affect our community. He will never support reckless and radical political decisions that seek to redistribute wealth, give away the land and force single-family zoned neighbourhoods into densely packed housing. He will seek to create an exciting and vibrant downtown core for Richmond.


HONG YAN MELODY PAN

Is a Registered Nurse with 26 years of experience who lived in Richmond for 10 + years. Through her professional and community experience, she has provided recommendations through policy consultations at all three levels of government and educated residents about the Official Community Plan (OCP), City processes, and municipal services at both individual and professional levels. She brings knowledge of community engagement and organizational leadership, while identifying hidden systemic barriers.


KEEFER PELECH

Born and raised in Richmond, he is now raising his own child in the same community he has always called home. He’s seen firsthand how the pressure on families is growing and struggling with housing costs and many young families are being pushed out of our city. He has volunteered at the Richmond Nature Park, served as director with the Richmond Food Security Society and has also been a vocal advocate for affordable housing. Now, Keefer wants to serve on city council so every family can see a future for themselves in Richmond.


LISA PHILLIPS

A finance professional, business owner and experienced community leader with a BSc in Mathematics from UBC. She brings eight years of board governance experience with Madrona School and SelfDesign Learning Foundation. She believes local government should be financially responsible, accountable and focused on the needs of residents. With deep roots in the Lower Mainland, Lisa brings a practical, analytical approach to public service and is committed to listening.


WALLACE PONG

An international businessman, University of Texas at Austin graduate, and community advocate with decades of experience in international trade and business development. Through WeVote, he has organized campaigns across BC challenging drug-tolerant supportive housing policies and advocating for safer neighbourhoods, public consultation and accountability. He will make Richmond a leading tourism convention destination, safer, more prosperous and accountable.


TAMÁS REVÓCZI

His goal is to ensure the city has strong plans for housing, sustainability and public safety. If elected, he will be the first councillor from Sea Island and will bring the voices of often-overlooked communities to City Hall. His vision includes expanding co-operative housing so people aren’t priced out of the city and ensuring Richmond is safe from both crime and climate emergencies. As President of the Sea Island Community Assoc., he has built a proven record of transparent governance and community advocacy.


ALEX SAGERT

He was born and raised in Richmond. This community has given him opportunities, friendships and a sense of belonging that he will never take for granted. He's faced challenges that changed his life and gave him a deeply personal understanding of the toxic drug crisis. Those experiences taught him the value of second chances and why treatment, recovery and hope must be part of the conversation. He will fight for safer neighbourhoods, responsible spending, thriving local businesses and a City Hall that listens. 


ADNAN SARWAR

Our community deserves practical leadership focused on opportunity, affordability, safety, and a stronger future for every family. The government must keep pace with the needs of residents, students, workers, seniors, entrepreneurs, and small businesses. His vision is to build a city where education connects directly to real-world skills and employment. We should strengthen vocational training and trade certifications, expand industry partnerships, and embrace the BCIT model of practical, career-focused learning.


SHELDON STARRETT

He was born, raised and works in Richmond. He founded Keep Richmond Safe to advocate for public safety, drug detox, and treatment. Living beside Richmond's Alderbridge temporary modular housing, he has seen firsthand the consequences of City failed provincial drug policies. His vision is bold but practical: improve infrastructure and city services, support local businesses, protect our parks and agricultural land, and cut red tape. His priorities: end the drug sites; freeze tax increases; stop wasteful spending; and affordable housing.


GLENDA STRANG

Co-founded the faith-based Recovery Church and founded Richmond’s only mobile food truck, providing vulnerable residents with meals, emotional and spiritual support, and encouragement to rebuild their lives. She served over 10 years on her housing co-op board, advocating for affordable housing. She supports 12 practical solutions for a safer, healthier, more prosperous Richmond and accountable City Hall. She believes supportive housing must balance compassion, community safety and accountability. 


DANIEL TSANG

Has called Richmond home since the age of one. Works with the BC Attorney General’s Analytics, Technology and Systems sector, where he modernizes the technology supporting BC’s justice system. His work contributed to significant upgrades allowing judges and lawyers to securely access court audio remotely. He has served on a Strata Council for 8 years and coached youth soccer. He believes public service should be guided by humility, integrity, transparency, and fiscal responsibility.


GRACE TSANG 

Certified Financial Planner, business owner and former Richmond School Trustee (3 terms from 2005 to 2014, including one year as Vice-Chair); she has decades of experience in Rotary, Youth, and media. Grace immigrated from Hong Kong to Canada with her parents in 1975 and has called Richmond home since 1993. She supports: legal rental suites under a “neighbourhood-protection rule”; create a one-stop municipal hub to streamline business licences and permits; and holding monthly meetings with the residents. 


ANDY ZHEN XIONG WANG

Originally from Taiwan. His priorities include improving public transit, strengthening public safety, fighting crime and the drug crisis, supporting local small businesses and driving steady economic growth. He hopes to see Richmond grow into an inclusive city and one of North America’s top culinary destinations. Let us build a safer, more vibrant community where we can live, work, raise families and thrive together.


JIZHOU (WILLIAM) WANG

Richmond has been his family’s home since 2012. He is a father of three, entrepreneur, and former capital-markets professional with experience in corporate finance, restructuring, and business management. These experiences taught him to scrutinize budgets, demand accountability, and turn plans into results. He will advocate for responsible spending, stronger community safety, thoughtful housing and transportation planning, and practical support for local businesses and vulnerable residents.


SAM WANG

A Chartered Professional Accountant and financial executive with decades of experience in corporate leadership, financial management, and public-company oversight. A Richmond resident for more than 30 years, Sam is committed to making City Hall more accountable, transparent, efficient, and financially disciplined. He will: strengthen oversight of City finances, procurement, contracts, conflicts of interest, and administrative performance; improve government efficiency; streamlining processes; promote economic growth. 


MICHAEL WOLFE

A City Councillor seeking re-election. He’s a lifelong Richmond resident; holds a Master’s in Education and works as a science teacher. As a father raising two young children, he cares deeply about the Richmond they will inherit. He has championed farmland protection, standing against mega-mansions that put agricultural land and long-term food security at risk. He listens to diverse perspectives, seeks balanced solutions, and believes residents deserve a strong voice in decisions affecting their neighbourhoods.


MILLY YEE

A lifelong Richmond resident, parent, public worker, and community advocate to make City Hall more connected, transparent, and responsive. For over 10 years, she has served as a pension trustee, helping double the plan’s funding while developing tools to identify risks and inefficiencies before they become problems. She believes Richmond needs to build upon its current foundation with practical experience, compassion, fresh ideas, and the courage to question the status quo.


ERIC YUNG

A Richmond resident since 1975, past Chair of Richmond Board of Education, and School Trustee from 2011-2018. He holds a B.Sc. from UBC, and a Ph.D from the Albert Einstein College of Medicine in New York. He is currently employed at the BC Cancer Research Institute. He is passionate about affordable housing options and recognizes that there are no quick fixes to the housing issues, but wants to actively work on what Richmond can get moving on now to ensure a vibrant and diverse community.


MELISSA ZHANG

Has called Richmond home for over 20 years with her family. She holds a master’s degree and has worked as an independent financial advisor for 18 years. As a dedicated community advocate and volunteer: she was nominated for the “Star of Richmond” award in 2019 and 2021; serves as a Board Director with Richmond Cares Richmond Gives; the Richmond Sister City Advisory Committee; the Steveston Historical Society; a Lions Club member for 11 years; and recipient of several awards.

ROD BELLEZA

Practiced law in the Philippines before immigrating to Canada in 1980. He is serving his third term as a Richmond School Trustee. He is a strong advocate for good governance, student success, support for teachers and staff, and parents’ rights in their children’s education. He advocates for adequate public education funding and safe, inclusive learning environments in schools.


DEAN BILLINGS

Has a BBA and MBA and has 19 years’ experience leading change in public-sector organizations (provincial government, healthcare, justice, utilities) as a software consultant. His advocacy experience includes roles as Secretary and President of the Richmond District PAC. Dean volunteers as a coach and board member with the Richmond Lacrosse Association. Transparent and democratic decision-making to allow delegations from the public on agenda items and at public committee meetings.


DANNY CHANG

A Richmond parent, business director, and owner of an import and wholesale company. An SFU business graduate in Marketing and Management Information Systems, he brings operational discipline, fiscal responsibility, and grassroots community experience to protecting school safety, strengthening academic standards, and supporting students and families. He will advocate for adequate funding of public education.


HONGYUN CHEN

Has spent more than twenty years working closely with students and families through education and publishing. Holds an MD from Shanghai University and a PhD from Canada. Her background in medicine, science, education, and business has taught her to listen carefully, examine evidence, and make responsible decisions. She believes every child deserves an excellent education and the opportunity to reach their full potential. She will advocate for strong foundations in literacy, mathematics and science.


LAWRENCE CHEN

Holds an MBA, a Diploma of Leisure Tourism Management, a Diploma of Computer Science, and a Bachelor of Science. His priorities include safe schools, strong learning, putting students first, listening to parents, supporting students, responsible budgets, and a focus on the classroom. He also prioritizes student mental health, accountable schools, respect for parent voices, quality public education, and better education for every student.


ZHENG “CALVIN” DANG

Has lived in Canada for 25 years, is a graduate of the University of Manitoba and, as a father, understands the hopes, concerns and priorities of families. Since 2014, owned and operated a seafood and meat business in Richmond, gaining experience in leadership, management and working with people from diverse backgrounds. As Executive of the Asian Canadian Basketball Association and Chair of the Youth Sports & Health Committee, he has dedicated himself to youth sports, healthy lifestyle.


KIANA DASHTBAZI

As a single mother navigating the public school system alongside her neurodivergent child, she has firsthand insight into systemic gaps, long waitlists for assessments, and the advocacy parents undertake to secure classroom support. As a Noon Hour Supervisor, she has a front-line view of student wellbeing and the pressures faced by Educational Assistants, teachers, and support staff.


KAY HALE

Has lived in Richmond for more than 40 years, where she and her husband raised their family. She is multilingual and has an MBA degree from UK with extensive business experience through her Executive Management Consultancy firm. She believes her diverse background and community experience can help strengthen communication between families, schools, and the district. 


KEN HAMAGUCHI

Is a lifelong resident of Richmond, is currently Chairperson of the Richmond Board of Education and is running for a fourth term. He has spent most of his life teaching and supporting children/students. His focus is on inclusion and equity, and the best educational experience. He is running to continue supporting Richmond students, families and schools, while recognizing the contributions of students, teachers, administrators and support staff.


AITHAN KANG

A Richmond resident and student pursuing a BBA in Accounting. As a young person, he understands the opportunities and challenges students face and is committed to ensuring students have the support, safety, and opportunities they need to succeed. As a trustee, he will bring a student-focused perspective and will advocate for safe and inclusive learning environments, responsible decision-making, and opportunities that prepare students for their future. 


AUSHA KANG

A lifelong Richmond resident and proud graduate of both elementary and high school in the community. Her experience as a student shaped her belief in the importance of education and creating positive opportunities for youth. She has been an active member of the community, previously working for the City of Richmond as a Youth Literacy Instructor, helping children build confidence, movement skills and healthy habits. She is currently pursuing her Bachelor of Business Administration degree.


HEATHER LARSON

Elected as School Trustee in 2018 and re-elected in 2022, Committed to listening, learning, asking thoughtful questions, and making decisions with students and our broader community in mind. She brings more than 20 years of experience supporting students in the Richmond School District, including 13 years as an Educational Assistant in elementary and secondary schools. She believes every child deserves the highest quality education and the opportunity to succeed.


VIVIEN LEE

Has a wealth of experience navigating her 3 children through the K-12 education system. Growing up in Hong Kong, she has a first-hand understanding of the Asian education system. She came to Canada for her high school studies. Such exposure gave her various perspectives on how to bring the Richmond school district to the next level, one that will focus on academics, competition, and internal motivation. She believes the right system can motivate students to work hard.


MARTIN LI

A long-time Richmond resident who grew up here after immigrating to Canada as a child. He attended Ferris Elementary and Richmond Secondary before earning his Bachelor of Arts (BA) from UBC and a post-graduate Certificate in Human Resources Management from SFU. As a Mandarin speaker, he understands the importance of making every student and family feel welcome, respected and included. For more than a decade, he has worked in public service and education, including with the City of Richmond.


STEFAN MLADENOVIC

As a lifelong Richmond resident, he is committed to our community and to the next generation of learners; ensure our public education system delivers a balanced and modern learning environment where every student deserves to walk into an environment where they feel valued, their perspectives are heard, and their distinct potential is nurtured. He will champion high-calibre academic standards, protect schools as safe, inclusive spaces that foster critical thinking, mutual respect, and open inquiry. 


BILL MOK

Believes leadership begins with listening. A Richmond community leader, parent, Anglican priest, former engineer, and former English Language Learner. He brings experience in community service, ministry, technology, and the newcomer journey. He is committed to academic excellence, partnership with parents, safe and supportive schools, success beyond graduation, and wise stewardship of public resources. He believes every student deserves an excellent education.


SANDRA NIXON

Is an ordained minister, community advocate, and current Richmond School Trustee. She has lived in Richmond for over 20 years, where she and her husband raised their children. Holds a B.Comm in finance, and her professional and community experience has focused on supporting children, youth and families. She is committed to inclusive, equitable public education where every student is supported to learn, belong and thrive.


JORDAN OYE

A longtime Richmond resident and parent whose children attended Richmond public schools. His commitment to public education is grounded in his experience as a parent and community volunteer. He brings extensive community involvement and governance experience, alongside a professional background in finance and project management. His focus is on student success, responsible governance, and ensuring families have a meaningful voice in public education.


HELEN QUAN

A Richmond resident for over 33 years and parent of two sons who graduated from Richmond Public Schools. She brings more than 30 years of community leadership and over 40 years of business, executive management and administrative experience. Her priorities include putting students first, supporting safe schools, strengthening communication with families, and promoting transparent and accountable leadership.


DONNA SARGENT

A Richmond resident for over 30 years, she has served on the Richmond School District since 1991. She brings extensive experience as a School Trustee and education advocate. She believes every child deserves the best education possible and supports a strong public education system. She works closely with students, parents, staff, and partners to build a school system Richmond can be proud of.


WILLY SINCONEQUE

Brings 47 years of experience in the finance industry and holds a Bachelor of Science in Business Administration, majoring in Accounting. He is a Certified Public Accountant in the Philippines and President of the Richmond Bayanihan Society of BC. He supports student wellness, parent engagement, youth mentorship, safe and inclusive schools, and stronger partnerships with community organizations.


DEBBIE TABLOTNEY

Has served as a Richmond School Trustee for more than two decades, including terms as Board Chair and many years as Chair of the Policy Committee. Throughout her tenure, she has served on all Board committees and has been a strong advocate for student success, fiscal accountability and meaningful community engagement. She brings extensive experience, community involvement and a long-standing commitment to Richmond public education.


PHYLLIS TANG 

A senior music educator with more than 24 years of teaching experience. She pursued graduate studies in Ethnomusicology and further studies in non-profit financial management, accounting and international finance. She has extensive community outreach and public relations experience. Her priorities include advocating for education funding, accountability, and youth opportunities. She speaks fluent English, Cantonese, and Mandarin. 


NANCY WILLIAMS

A proud Richmond resident of 34 years, she has been a contributing member as a parent, Co-op board member, Education Assistant and member of the district Education and Strategic Planning Committees. Her 28-year tenure with Richmond school district, she worked in elementary and secondary schools and has had the opportunity to be a part of the continuous changes that fit the growing needs of our students. She believes all students should have the opportunity to feel successful, regardless of differences in ability. 


ALICE WONG 

A Richmond resident for more than three decades, she and her husband raised two children who graduated from public schools. She has served on PAC as Chairperson and has served two terms as a Richmond School Trustee. She is committed to ensuring students, parents and community stakeholders are heard and to supporting safe, caring, healthy, welcoming and inclusive learning environments.


SOPHIA WOO

A graduate of Simon Fraser University with a Master’s degree in Social Work from the University of Hong Kong, she is a mental health clinician with more than 30 years of public service experience. She served as a Vancouver School Board Trustee from 2011 to 2014. Her priorities include school and public safety, financial and legal oversight, and support for families and newcomers.


DAVID YANG

Elected as a Richmond School Trustee in 2022, he served as Board Vice Chair in 2024-25. A public sector professional, he grew up in Richmond, attended local public schools, graduated from UBC and has volunteered during this time for several community committees. He is committed to equitable and inclusive schools, modernized and seismically safe facilities, student mental health supports, increased classroom resources, and comprehensive school safety.


JOHN ZHANG

A longtime Richmond resident, parent and community volunteer with extensive experience in education and community service. As the founder of Handsom Foreign Language School, he has worked closely with students, parents and families and understands the importance of strong communication between schools and the community. He supports student success, safe and inclusive schools, responsible decision-making, and meaningful engagement with parents and families.
